Our movement is an epidemic. It will devour the whole of Europe and America. As for the newspapers giving bad reports, they simply take some opportunity for selling their newspaper; it has no lasting value. These countries are faced with difficulty but it is nature's law. They will be without food, water and they will be heavily taxed. There will be revolution. How long can they keep the people terrorized? It will burst. I can't imagine how people are living in such a rotten state. There is nothing like pleasure; all is morose. Only we are benedicting the fallen souls all over the world, so go on with your enthusiastic preaching and try to do good to others with Krsna Consciousness. Hope this meets you in good health.

Unless you become a rogue

you cannot go to the government.

Brahmananda: It is difficult to come to that understanding, that actually, those who are the leaders are not to be trusted.
Prabhupada: Yes, leaders means government men. That is described. They are all thieves and rogues, anywhere. Dasyu-dharmabhih. Dasyu. Dasyu means plunderers, rogues. Unless you become a rogue you cannot go to the government. You cannot... Any honest man cannot stay with these government men. That is not possible at the present age. Any government. Unless... Just like first-class rogue, your Nixon, he became the president. Because he was a first-class rogue, he became the president. So unless you are first-class rogue, you cannot stay within the circle of government men. Rajanya dasyu-dharmabhih. And their business will be to eat up the vital force of the people. Bhaksayisyanti praja sarve rajanya dasyu-dharmabhih. This is the statement. And people will be harassed. On account of their godlessness, they will be harassed by three things: famine, no rain, and taxation. Taxation by the government, and there will be no rain, there will be famine, no food, and they will be so much embarrassed that they will give up their family and go away, gacchanti giri-kananam, will go, enter into the hills and forest, giving up their hearth and home. This is Kali-yuga. And this is due to their godlessness.

The citizens will be so oppressed by merciless rogues in

 the guise of rulers that they will give up their spouses

 and property and flee to the hills and forests.

Anyone who can get your votes by hook or crook can occupy the post of leader. He may be rascal number one, but he will be given the supreme, exalted presidential post. The Bhagavatam describes these leaders in the next verse:

praja hi lubdhai rajanyair
nirghrnair dasyu-dharmabhih
acchinna-dara-dravina
yasyanti giri-kananam

"The citizens will be so oppressed by merciless rogues in the guise of rulers that they will give up their spouses and property and flee to the hills and forests." (Srimad-Bhagavatam 12.2.8) So, the men who acquire a government post by vote are mostly lubdhai rajanyaih, greedy government men. Nirghrnair dasyu: Their business is plundering the public. And we actually see that every year the government men are exacting heavy taxes, and whatever money is received they divide among themselves, while the citizens' condition remains the same. Every government is doing that. Gradually, all people will feel so much harassed that acchinna-dara-dravinah: They will want to give up their family life (their wife and their money) and go to the forest. This we have also seen.

So, kaler dosa-nidhe rajan: The faults of this age are just like an ocean. If you were put into the Pacific Ocean, you would not know how to save your life. Even if you were a very expert swimmer, it would not be possible for you to cross the Pacific Ocean. Similarly, the Kali-yuga is described in the Bhagavatam as an ocean of faults. It is infected with so many anomalies that there seems to be no way out. But there is one medicine: kirtanad eva krsnasya mukta-sangah param vrajet. The Bhagavatam explains that if you chant the name of Krsna--the Hare Krsna mantra--you will be relieved from the infection of this Kali-yuga.

"What you have got, give me." This will be government.

"The government men will take up the policy of plunderers and rogues," that is stated. Dasyu-dharma. Dasyu means plunderer. He catches: "What you have got, give me." This will be government. "What you have got, give me." Bas. You cannot say anything. "Law." Plundering is law. Then where is your government? If killing is law, plundering is law, then what is this government? Government means to give security to the property and life. So when the government will make law, "I can take your life whenever I like, and I can plunder your property as I like," then where is the law?

Shortcut of "demon-cracy" is "democracy."

They have now discovered this democracy. Democracy... "Demon-cracy." Shortcut of "demon-cracy" is "democracy." All the demons and rogues, they gather together, somehow or other votes, and occupy the seat, and the business is plundering. The business is plundering. If we talk very much upon this, it will not be very favorable, but according to sastra... We, we talk according to sastra, that the democracy means assembly of rogues and plunderers. That is the statement in the Srimad-Bhagavatam. Dasyu-dharmabhih. The government men will be all dasyu. Dasyu means plunderer. Not pickpocket. Pickpocket, somehow or other, if you do not understand, takes something from your pocket, and the plunderer, or the dasyu, he catches you and by force, "If you don't spare your money, I shall kill you." They are called dasyu.

So the, in the present age of Kali, the government men will be dasyu. This is stated in the Srimad-Bhagavatam. Dasyu-dharmabhih. You can, we can see practically. You cannot keep your money. You earn with hard labor, but you cannot keep gold, you cannot keep jewelry, you cannot keep money. And... They will take it away by laws. So they make law that... Yudhisthira Maharaja was just quite opposite. He wanted to see that every citizen is so happy that they are not troubled even by excessive heat and excessive cold. Ati-vyadhi. They are not suffering from any disease, they are not suffering from excessive climatic influence, eating very nicely, and feeling security of person and property. That was Yudhisthira Maharaja. Not only Yudhisthira Maharaja. Almost all the kings, they were like that.

In Kali-yuga the heads of government

will be plunderers and thieves

TRANSLATION: It is a fact, however, that these innocent people carrying your palanquin without payment are certainly suffering due to this injustice. Their condition is very lamentable because you have forcibly engaged them in carrying your palanquin. This proves that you are cruel and unkind, yet due to false prestige you were thinking that you were protecting the citizens. This is ludicrous. You were such a fool that you could not have been adored as a great man in an assembly of persons advanced in knowledge.

PURPORT: King Rahugana was proud of being king, and he felt he had the right to control the citizens as he liked, but actually he was engaging men in carrying his palanquin without payment, and therefore he was causing them trouble without reason. Nonetheless, the King was thinking that he was the protector of the citizens. Actually the king should be the representative of the Supreme Personality of Godhead. For this reason he is called nara-devata, the Lord among human beings. However, when a king thinks that because he is the head of the state, he can utilize the citizens for his sense gratification, he is in error. Such an attitude is not appreciated by learned scholars. According to the Vedic principles, the king should be advised by learned sages, brahmanas and scholars, who advise him according to the injunctions given in the dharma-sastra. The duty of the king is to follow these instructions. Learned circles do not appreciate the king's utilizing public endeavor for his own benefit. His duty is to give protection to the citizens instead. The king should not become such a rogue that he exploits the citizens for his own benefit.

It is stated in Srimad-Bhagavatam that in Kali-yuga the heads of government will be plunderers and thieves. These thieves and plunderers take the money and property of the public by force or connivance. Therefore it is said in Srimad-Bhagavatam, rajanyair nirghrnair dasyu-dharmabhih. As Kali-yuga advances, we can see that these characteristics are already visible. We can certainly imagine how deteriorated human civilization will be by the end of Kali-yuga. Indeed, there will no longer be a sane man capable of understanding God and our relationship with Him. In other words, human beings will be just like animals. At that time, in order to reform human society, Lord Krsna will come in the form of the Kalki avatara. His business will be to kill all the atheists because ultimately the real protector is Visnu, or Krsna.

The Lord incarnates and sets things in order when things are mismanaged by so-called kings and heads of government. As Krsna says in Bhagavad-gita, yada yada hi dharmasya glanir bhavati bharata. Of course this takes many years, but the principle is there. When the king or governmental head does not follow the proper principles, nature deals out the punishments in the forms of war, famine and so forth. Therefore if the governmental head is not aware of life's goal, he should not take charge of ruling the people. Actually the supreme proprietor of everything is Lord Visnu. He is the maintainer of everyone. The king, the father, and the guardian are simply representatives of Lord Visnu, empowered by Him to look after the management and maintain things. It is therefore the duty of the head of the state to maintain the general populace in such a way that people will ultimately know the goal of life. Na te viduh svartha-gatim hi visnum. Unfortunately the foolish governmental head and the general populace do not know that the ultimate goal of life is to understand and approach Lord Visnu. Without this knowledge, everyone is in ignorance, and all society is crowded with cheaters and cheated.

They will certainly try to plunder the riches

 of the citizens without consideration

TRANSLATION: When the royal dynasty, being excessively proud because of the material modes of passion and ignorance, became irreligious and ceased to care for the laws enacted by the brahmanas, Parasurama killed them. Although their offense was not very severe, he killed them to lessen the burden of the world.

PURPORT: The ksatriyas, or the ruling class, must govern the world in accordance with the rules and regulations enacted by great brahmanas and saintly persons. As soon as the ruling class becomes irresponsible in regard to the religious principles, it becomes a burden on the earth. As stated here, rajas-tamo-vrtam, bharam abrahmanyam: when the ruling class is influenced by the lower modes of nature, namely ignorance and passion, it becomes a burden to the world and must then be annihilated by superior power. We actually see from modern history that monarchies have been abolished by various revolutions, but unfortunately the monarchies have been abolished to establish the supremacy of third-class and fourth-class men. Although monarchies overpowered by the modes of passion and ignorance have been abolished in the world, the inhabitants of the world are still unhappy, for although the qualities of the former monarchs were degraded by taints of ignorance, these monarchs have been replaced by men of the mercantile and worker classes whose qualities are even more degraded. When the government is actually guided by brahmanas, or God conscious men, then there can be real happiness for the people. Therefore in previous times, when the ruling class was degraded to the modes of passion and ignorance, the brahmanas, headed by such a ksatriya-spirited brahmana as Parasurama, killed them twenty-one consecutive times.

In Kali-yuga, as stated in Srimad-Bhagavatam (12.2.13), dasyu-prayesu rajasu: the ruling class (rajanya) will be no better than plunderers (dasyus) because the third-class and fourth-class men will monopolize the affairs of the government. Ignoring the religious principles and brahminical rules and regulations, they will certainly try to plunder the riches of the citizens without consideration. As stated elsewhere in Srimad-Bhagavatam (12.1.40):

asamskrtah kriya-hina
rajasa tamasavrtah
prajas te bhaksayisyanti
mleccha rajanya-rupinah

Being unpurified, neglecting to discharge human duties properly, and being influenced by the modes of passion (rajas) and ignorance (tamas), unclean people (mlecchas), posing as members of the government (rajanya-rupinah), will swallow the citizens (prajas te bhaksayisyanti). And in still another place, Srimad-Bhagavatam (12.2.7-8) says:

evam prajabhir dustabhir
akirne ksiti-mandale
brahma-vit-ksatra-sudranam
yo bali bhavita nrpah

praja hi lubdhai rajanyair
nirghrnair dasyu-dharmabhih
acchinna-dara-dravina
yasyanti giri-kananam

Human society is naturally grouped into four divisions, as stated in Bhagavad-gita (catur-varnyam maya srstam guna-karma-vibhagasah). But if this system is neglected and the qualities and divisions of society are not considered, the result will be brahma-vit-ksatra-sudranam yo bali bhavita nrpah: the so-called caste system of brahmana, ksatriya, vaisya and sudra will be meaningless. As a result, whoever somehow or other becomes powerful will be the king or president, and thus the prajas, or citizens, will be so harassed that they will give up hearth and home and will go to the forest (yasyanti giri-kananam) to escape harassment by government officials who have no mercy and are addicted to the ways of plunderers. Therefore the prajas, or the people in general, must take to the Krsna consciousness movement, the Hare Krsna movement, which is the sound incarnation of the Supreme Personality of Godhead. Kali-kale nama-rupe krsna-avatara: Krsna, the Supreme Personality of Godhead, has now appeared as an incarnation by His holy name. Therefore, when the prajas become Krsna conscious, they can then expect a good government and good society, a perfect life, and liberation from the bondage of material existence.

After death such demons are put into

the hell known as Sarameyadana

TRANSLATION: In this world, some persons are professional plunderers who set fire to others' houses or administer poison to them. Also, members of the royalty or government officials sometimes plunder mercantile men by forcing them to pay income tax and by other methods. After death such demons are put into the hell known as Sarameyadana. On that planet there are 720 dogs with teeth as strong as thunderbolts. Under the orders of the agents of Yamaraja, these dogs voraciously devour such sinful people.

PURPORT: In the Twelfth Canto of Srimad-Bhagavatam, it is said that in this age of Kali everyone will be extremely disturbed by three kinds of tribulations: scarcity of rain, famine, and heavy taxation by the government. Because human beings are becoming more and more sinful. there will be a scarcity of rain, and naturally no food grains will be produced. On the plea of relieving the suffering caused by the ensuing famine, the government will impose heavy taxes, especially on the wealthy mercantile community. In this verse, the members of such a government are described as dasyu, thieves. Their main activity will be to plunder the wealth of the people. Whether a highway robber or a government thief, such a man will be punished in his next life by being thrown into the hell known as Sarameyadana, where he will suffer greatly from the bites of ferocious dogs.
